The Office of Inspector General is charged with ensuring the integrity of the Department of Law Enforcement (DLE) by conducting fair and impartial investigations into allegations of deputy misconduct. This section handles Administrative and Criminal Investigations.
The Administrative Investigations investigates matters involving allegations of policy and/or procedure violations. Their findings are forwarded to the Litigation Coordination Office for its review and recommendation to the Director of the Department of Law Enforcement.
The Criminal Investigations investigates matters that violate Hawaii Laws and State of Hawaii Ordinances. Allegations of criminal misconduct are investigated thoroughly and presented to the Attorney General’s (AG) Office for their disposition.
Complaints
Citizens are encouraged to report deputy sheriff misconduct in an effort to address public concerns, correct inappropriate behavior, and uphold the public’s trust in the Department of Law Enforcement Sheriff’s Office.

Complaints against DLE employees
Complaints against deputy sheriffs are investigated by the Office of Inspector General, or the Human Resources Section, depending upon the circumstances. See below for details.

If a complaint involves any of the following, contact the DLE Office of Inspector General.
• off-duty misconduct
• on-duty misconduct and is past sixty days from the incident
• is criminal in nature
• involves civilian employees of the department

You may mail a notarized statement to the above address, or you may appear in person, and a statement will be taken by an Office of Inspector General Detective Sergeant and notarized at that time. Be sure to bring a proper identification card (state ID, driver’s license, passport, etc.).
A notarized statement is required as part of the HGEA collective bargaining agreement. Links to the forms are listed below.

If the complaint concerns individual or family matters that do not involve criminal law violations or DLE’s Standards of Conduct (e.g., the payment of debts, personal disputes), you should contact the Human Resources Division of the DLE at 808-587-5036.

If you wish to remain anonymous, your complaint will be reviewed and/or investigated in accordance with the collective bargaining agreement and departmental policy.
If the complaint is criminal in nature, you may call 911 and have a police officer sent to your location. The officer will initiate the complaint for you and forward it to the Criminal Investigation Section of the Professional Standards Office. You may come to the Professional Standards Office, and a complaint will be initiated for you by a Professional Standards Office detective.
