Duties Summary

This position performs investigations and enforcement actions related to the collection of homeland security and criminal intelligence information including field work, undercover activities including informant management, gathering and custodial care of evidence, case preparation, serving of warrants, making arrest, assisting the US Attorney, Attorney General, or City and County Prosecutors Office in preparing cases for indictment and appearing in various courts as an expert witness.


To qualify, you must meet all of the following requirements:
A. Knowledge

  • Graduation from a U.S. law enforcement academy
  • Clear understanding of the Intelligence cycle/process; intelligence-led policing Criminal and Intelligence investigations management
  • Understanding of 28-CFR-23 and CR/CL
  • Experience with criminal court procedures and testimony
  • Interviewing methods and techniques
  • Criminal and Intelligence investigations processes
  • The jurisdiction and functions of various governmental agencies and departments
  • Laws and precedents concerning search, seizure, and arrest

B. Skills/ Abilities:

  • Ability to establish and maintain effective working relationships across diverse stakeholder groups
  • Communicate effectively both orally and in writing
  • Interprets laws, rules, and regulations
  • Analyze and solve law enforcement problems
  • Analyze and interpret data

C. Educations:

  • Graduation from an accredited four (4) year college or university with a bachelor’s degree.

Excess work experience as described under the Specialized Experience, below, or any other responsible administrative, professional or analytical work experience that provide such knowledge, skills, and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience much has been such scope, level, and quality as to assure the possession of comparable knowledge, skills, and abilities.


D. Experience:

Specialized Experience
Three and a half (3 ½) years of progressively responsible professional investigative experience which demonstrated: (1) initiative, resourcefulness, and judgment require to collect, assemble, and develop facts and other pertinent data; (2) ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions; (3) skill in and concise manner and (4) tact, discretion, and capacity for obtaining the cooperation and confidence of others.

For the Investigator V level, at least one (1) year of experience must have been comparable to the Investigator IV level in the State service.

E. Required Licenses, Certificates, etc.:

  • Must meet current State and Federal Gun Control Act [Title 18, United States Code, Section 922 (g)(9)], requirements applicable to the possession and use of firearms.
  • Incumbent must be able to qualify with a departmentally authorized handgun on a biannual basis.
  • A valid license to drive in the State of Hawaii is required.
  • Proof of successful completion of a United States law enforcement training course.
  • Must be a citizen of the United States to be able to go through the process of obtaining and maintaining a security clearance.
  • Must be able to obtain and maintain a SECRET or TOP-SECRET security clearance issued by the United States Government. Failure to obtain or maintain the required level of security clearance during the initial probationary period and maintain required security clearance during the entire length of employment may result in loss of employment or a transfer to another position.

Pursuant to Hawaii Revised Statutes Chapter 127A-8, all state and county officials, officers, and employees are considered “emergency workers” and shall perform functions as determined by their respective state or county department director during emergencies or disasters.

MAJOR DUTIES AND RESPONSIBILITIES

A. Investigations

  • Conducts in-depth investigations of homeland security threats, criminal activities including terrorism, organized crime, cyberthreats, critical infrastructure threats and violent crime; prepares investigational reports for submission to respective County, State, or Federal prosecuting attorney for criminal prosecution.
  • Conducts undercover investigations pf persons alleged or known to be involved with terrorism, organized crime, cyberthreats, critical infrastructure threats and violent crime; prepares investigational reports for submission to respective County, State, or Federal prosecuting attorney for criminal prosecution.
  • Conducts in-depth investigations of illegal gaming establishments.
  • Conducts investigations of threats of public school and public workplace violence.
  • Participates in the Drug Enforcement Administration’s Organized Crime Drug Enforcement Task (OCDETF), the Federal Bureau of Investigation Joint Terrorism Task Force, as well as other Federal task force as directed.
  • Coordinates, assists, and further investigates prison gang and security threat groups within the corrections system.
  • Conducts seizure and forfeiture cases on currency, vehicles, and property permitted under the provisions of Chapter 712 of the Hawaii Revised Statutes. Participates and coordinates in the Federal asset-sharing program with the U.S. Drug Enforcement Administration and other Federal authorities.
  • Coordinates and cooperates with Federal, State, and County agencies in conducting investigations that are of mutual interest.
  • Testifies in court on behalf of the State of Hawaii as the result of investigations presented for prosecution.

B. Additional Responsibilities:

  • Maintains liaison and assist with Federal, State, County, Military, and other municipal agencies involved in the investigation of homeland security threats and criminal activities including terrorism, organized crime, cyber threats, critical infrastructure threats and violent crime.
  • Assist various County Police Departments, State, and Federal law enforcement agencies in conducting undercover investigations of criminal for prosecution.
  • Provides technical, educational, and consultative services to government agencies, enforcement agencies, the public, and to specific professional groups relative to homeland security threats and criminal activities including terrorism, organized crime, cyber threats, critical infrastructure threats and violent crime.
  • Attends staff meetings, training, and seminars.
  • Performs other related duties as assigned.
