The State of Hawaii Office of Homeland Security receives funding through the Department of Homeland Security / Federal Emergency Management Agency. The Homeland Security Grant Program provide grant funding to support prevention, protection, response, recovery and mitigation in the areas of planning, equipment, training and exercises throughout the state and county jurisdictions.

Homeland Security Grant Program

Homeland Security Grant Program (HSGP) – Provides more than $1.1 billion for states and urban areas to prevent, protect against, mitigate, respond to and recover from acts of terrorism and other threats. Eligibility requirements are limited to State and Local Government. Currently, the application period is open. Please visit our FY 25 resources page for more information. The HSGP encompasses two separate sub programs:

  • State Homeland Security Program (SHSP) – Provides $415 million to support the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets. States are required to dedicate 35 percent of SHSP funds to law enforcement terrorism prevention activities. In the State of Hawaii, Honolulu is the designated urban area.
  • Urban Areas Security Initiative (UASI) – This program provides funding to enhance regional preparedness and capabilities in designated high-threat, high-density areas. In the State of Hawaii, Honolulu is the designated Urban Area.

Nonprofit Security Grant Program

Nonprofit Security Grant Program (NSGP)—provides $90 million to support target hardening and other physical security enhancements for nonprofit organizations that are at high risk of a terrorist attack. This year, $50 million is provided to nonprofits in UASI-designated urban areas, and $40 million is provided to nonprofits located in any state or territory. Currently the application period is open. State and Local Cybersecurity Grant Program

State and Local Cybersecurity Grant Program (SLCGP) – provides funding to eligible entities to address cybersecurity risks and cybersecurity threats to information systems owned or operated by, or on behalf of, state, local, or tribal governments.

The dollar amounts shown reflect the funding for the entirety of the program and not the amount that was disbursed solely to Hawai‘i.
