Grants
The State of Hawaiʻi Office of Homeland Security, Grants Branch receives federal funding through the U.S. Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA) to support statewide preparedness, security, and resilience initiatives. These grant programs provide critical resources to strengthen Hawaii’s ability to prevent, protect against, respond to, recover from, and mitigate threats and hazards affecting our communities.
The Hawaiʻi Office of Homeland Security serves as the State Administrative Agency (SAA) and pass-through entity for federal preparedness grant programs. In this capacity, the Grants Branch is responsible for coordinating statewide grant activities, applying for federal funding on behalf of eligible state and local government agencies, and ensuring that grant funds are administered in accordance with federal and state requirements. Major grant programs administered by the Grants Branch include the Homeland Security Grant Program (HSGP), the State and Local Cybersecurity Grant Program (SLCGP), and the Nonprofit Security Grant Program (NSGP).
Through these programs, the Grants Branch works closely with state agencies, county governments, nonprofit organizations, and public safety partners to support initiatives that enhance Hawaii’s overall preparedness capabilities. Grant funding may be used for planning, organization, equipment acquisition, training, exercises, cybersecurity improvements, and other projects that strengthen coordination, emergency response, critical infrastructure protection, and community resilience across the State of Hawaiʻi.
Homeland Security Grant Program
Homeland Security Grant Program (HSGP) – Provides more than $1.1 billion for states and urban areas to prevent, protect against, mitigate, respond to and recover from acts of terrorism and other threats. Eligibility requirements are limited to State and Local Government. Currently, the application status is still pending. Please visit our FY 26 resources page for more information. The HSGP encompasses two separate sub programs:
- State Homeland Security Program (SHSP) – Provides $415 million to support the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets. States are required to dedicate 35 percent of SHSP funds to law enforcement terrorism prevention activities. In the State of Hawaii, Honolulu is the designated urban area.
- Urban Areas Security Initiative (UASI) – This program provides funding to enhance regional preparedness and capabilities in designated high-threat, high-density areas. In the State of Hawaii, Honolulu is the designated Urban Area.
Nonprofit Security Grant Program
Nonprofit Security Grant Program (NSGP)—provides $90 million to support target hardening and other physical security enhancements for nonprofit organizations that are at high risk of a terrorist attack. This year, $50 million is provided to nonprofits in UASI-designated urban areas, and $40 million is provided to nonprofits located in any state or territory. State and Local Cybersecurity Grant Program
State and Local Cybersecurity Grant Program (SLCGP) – provides funding to eligible entities to address cybersecurity risks and cybersecurity threats to information systems owned or operated by, or on behalf of, state, local, or tribal governments.
The dollar amounts shown reflect the funding for the entirety of the program and not the amount that was disbursed solely to Hawai‘i.
